This position serves as the Deputy Chief of the Resources Analysis Division (RAD) and provides direction to the Center Engineering, Safety, and Operations (CESO) project integrator within the Office of the Chief Financial Officer (OCFO). You will provide oversight of Center budget operations and all elements of budget formulation & execution. You will also create a productive work environment that encourages collaboration and enables mission success at the Center and within the OCFO enterprise.
Duties
Supervises and controls the work of the organization/branch. Provides administrative and technical supervision for accomplishing the goals of the mission and organization.
Develops and implements policies and procedures to support Center/Agency budget processes, and provides advice and guidance to resolve significant financial management issues. Oversees budget formulation and execution across the Center.
Directs and evaluates analyses of all elements of the budget authority to include disbursements of all Center resources, labor, travel, and procurement. Recommends financial management strategies and corrective actions to management.
Directs and evaluates analyses of integrated strategies for senior management to accomplish the Center Engineering, Safety, and Operations (CESO) goals and priorities for cost, schedule, and technical requirements.
Establishes annual budget guidelines for CESO projects and oversees the allocation of funds to the functional offices.
Evaluates the Center's overall programmatic and institutional requirements and services to ensure a holistic management approach. Develops methods and performance metrics to assess program/project efficiency.
Represents Glenn Research Center's (GRC) interests to Headquarters and other Centers on matters pertaining to GRC's resources, project planning, and execution.
Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Requirements
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.
- A one-year supervisory probationary period may be required.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Leading diverse teams to plan and implement strategic objectives for long-term program and project goals;
Partnering with senior management at the Center and/or Agency organizations as a senior expert and adviser on budgetary matters;
Conducting budget formulation and execution in accordance with financial and procurement laws, policies, and practices.
