You will serve as a Program Analyst in the Naval Petroleum Office (NPO) Business Support Division of CNSSC OPERATIONAL SUPPORT FIELD located at Fort Belvoir, VA.
Duties
You will perform analysis, tracking, and coordination to assist in the review and completion of assigned projects.
You will assist in providing oversight, preparation, guidance, and direction for numerous special interest programs.
You will review audit and investigative reports to determine appropriate changes and corrective action required.
You will participate in evaluating and analyzing the effectiveness and efficiency of organizational structures, programs, and administrative internal controls.
You will research and evaluate problems in all areas of operations and recommend solutions for improvement.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 or pay band in the federal service or equivalent experience in the private or public sector performing the duties of a Program Analyst. Specialized experience must demonstrate the following: 1)Applying analytical and evaluative methods to gather, analyze and evaluate information; 2) Integrating data to make recommendations, interpret policies, and issue guidance; and 3)Devising and evaluating efficient and effective organizational business processes and recommending workflow and process improvements.
For GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 or pay band in the federal service or equivalent experience in the private or public sector performing the duties of a Program Analyst. Specialized experience must demonstrate the following: 1) Assisting in the planning and conducting of qualitative and quantitative studies to evaluate internal controls and management principles, concepts, and practices; 2) Making recommendations, interpreting policies, and issuing guidance based on analyzing and evaluation of management information; 3) Utilizing quantitative and qualitative methods to measure management processes and systems; 4) Utilizing oral and written communication to discuss management/administrative topics with other personnel.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
