You will serve as a CAREER PATH COUNSELOR in the Workforce Development Branch of Command University, Code 1180, of PSNS and IMF.
Salary Ranges:
GS-09: $67,147-$87,291
GS-11: $81,242-$105,612
Duties
You will promote, conduct, and evaluate development programs and activities designed to provide individualized career-related and self-development plans.
You will assess interests and skills, identify career goals, create career plans, synthesize self-assessment results, and explore career paths within PSNS and IMF.
You will identify employee development needs with respect to Command training courses, competency management program, career paths, programs and processes.
You will provide employees with resources and information for career development.
You will keep resource materials up to date and develop policies, procedures, and instructions pertinent to career counseling.
You will keep record of employee interactions, plans, and interests for follow-up and development progression.
You will explain command development programs to employees and provide education or recommendations for further development.
You will attend meetings with management in order to communicate individual employee development recommendations.
You will collaborate with other Command University program managers to develop, revise or improve services.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
Qualifications
For the GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting and evaluating development and training programs to assist employees in identifying career goals, creating career plans, and exploring career paths and self-development opportunities.
For the GS-09:
Your resume must demonstrate at least one year of specialized experience equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing development and training programs to assist employees in exploring career and self-development opportunities.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For the GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree; or
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; or

A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
For the GS-09:

Successful completion of two full years of progressively higher level graduate education leading to a master's degree; or
