This position is located at the Fort Sam Houston National Cemetery in San Antonio, Texas.
Duties
Responsible for cemetery strategic planning operations. Develops technical data, estimates, statistics, and suggestions. Collects, analyzes, and transmits work performance and man-hour data for use by management; and reviews and approves specific plans and procedures prepared by subordinate staff and/or supervisors. Administrative functions include the coordination and implementation of mandatory directives, regulations, procedures, and processes, etc., from the Continental District Office; and those of an internal nature are concerning the use of facilities, manpower, equipment, and supplies, or changes in the administrative, financial, or interment management programs. Plans for and recommends improvement, efficiency and effectiveness in operational methods and procedures, to the Cemetery Director. Assists the cemetery director with public affairs related issues. Participates fully in an effective and comprehensive public affairs and outreach program.
Incumbent analyzes current and proposed program and budget operating programs to evaluate their actual or potential effectiveness in establishing and achieving goals and objectives. Assures the coordination of the cemetery's quality management goals, business improvement plans, and objectives. Assists the Cemetery Director in accomplishing a variety of administrative functions through the direction of administrative support personnel. Conducts oversight in preparing annual budget estimates and the Operational Budget Plan (OBP) by analyzing and reviewing expenditures and projected operational proposals.
Must obtain a Contracting Officer Representative (COR) Level 1 certification within 1 year of hire date. Must possess knowledge of the process involved in preparing contracts, including Statements of Work and Independent Government Estimates.
Independently supervises a diverse group of employees (program support assistants and cemetery administration specialists) performing work at the GS-9 level and below.
Performs public outreach as needed.
Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm. May include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day and Veteran's Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work.

The full performance level of this position is GS - 12. At the level GS-11, you will perform similar duties but under closer supervision.

Qualifications
To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 06/03/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: a wide range of administrative functions; demonstrated leadership, coaching and/or mentorship experience; budget/financial management experience; data research and analysis.

To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related, which demonstrates the knowledge, skills, and abilities necessary to do the work of this position?
