Position is located at the South Texas Veterans Health Care System, Audie L. Murphy Division. The position reports directly to the Heart Center Chief and works directly with all levels of healthcare system staff.
Duties
Duties including but not limited to:
Responsible for interfacing with clinical and administrative services that support the Heart Center.
Primary point of contact to these services and makes decisions regarding programs and projects as they relate to these areas
Plans, develops and executes assigned clinical service administrative management program needs.
Oversees variety of functions that includes incoming/outgoing correspondence, records management, publications/forms management, administrative standard operating procedures, administrative internal controls and organizational files management.
Prepares reports to topics including but not limited to clinic utilization, clinic space utilization, access, equipment management, patient experience and process improvement.
Collects, analyzes, interprets and advises on and presents data and information for leadership decision-making in support of the Heart Center's daily operations and long-term strategic planning.
Defines administrative and functional responsibilities and reporting consistent with other operation policy or formulates new or reviews policies.
Ensures all Heart Center Policies and standard operating procedures are up-to-date and compliant with VA/VHA/Handbooks and accreditation standards.
Assists with planning, organizing, coordinating, implementing, directing, integrating, controlling and evaluating clinical, business and elements that impact the Director's performance plan.
Analyzes information to make quantitative and qualitative evaluations for the preparation of narrative and statistical reports of findings.
employs management analysis techniques and methods to develop and refine information for comprehensive reports, addressing such elements as cost analysis, work measurement, trend analysis, efficiency, effectiveness, productivity, and tangible benefits of assess the success or failure in attain program operation goals/objective.
Develops action plans and develops proposals for increasing access.
The incumbent utilizers knowledge of financial management policies, guidelines and best practices to provide overall budgeting and financial management for the Heart Center.
Recruitment initiatives to replace loss of skilled employees, recruitment delay issues, mission or workload expansion, change or decrease, merit promotion requirement/procedures, requirements and procedures to determine employee placements and to affect a variety of placement actions such as reassignments, reduction -in-force, realignments, non-competitive promotions, and details.
Work Schedule: Monday-Friday, 7:30a m. to 4:00p.m. or 8:00 am to 4:30 pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/24/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below. You will be rated on the following Competencies for this position:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized experience includes but is not limited to: personnel actions; maintaining personnel related records; establishing performance standards and competencies; writing position descriptions and functional statements; providing human resource advisory services; knowledge of budget control systems; forecasts of annual budget/costs and implement cost effectiveness; coordination of annual maintenance service contracts; submission of documents related to projects; conducting program surveys and audits; conducting analyses of complex functions and work processes; equipment inventory lists; work orders; plan schedule and conduct projects. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related to the work of the position. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
