About the Position: Serves as a Program Analyst for Project Manager, Integrated Enterprise Network (PM IEN), assigned major Army and Department of Defense-wide automated information system acquisition programs with specific emphasis on the costing, scheduling, funding, and program analysis of assigned programs.
This is a pay banded position. The NH-04 encompasses grade 14 on the General Schedule.
Duties
Performs analytical studies and evaluates functional areas required to accomplish assigned programs, alternative acquisition strategies to accommodate funding shortfalls, and effectiveness of managing assigned resources.
Evaluates all aspects of new and/or established programs to include program objectives, policies, work operations and progress, resource requirements and utilization, division of responsibility, division of resources.
Determines the types and quantity of data required to respond to problems or issues and determines the appropriate methods of securing data based on depth of analysis required and time available.
Analyzes new or proposed legislation or regulation needed modifications, enhancements, and clarification to improve performance of the defense mission.
Plans, directs, coordinates, evaluates and reports financial, programmatic and technical issues relative to planning, programming, budgeting, and funding excursions for systems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One year trial/probationary period may be required.
- Selectees must meet position requirements for Advanced certification in the Acquisition Career Field Management and Business - Financial Management within 48 months of entrance on duty.
- Position requires a Secret Security Clearance.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually thereafter.
- Financial Management Level III Certification must be obtained within 24 months of appointment in this position.
- This position requires temporary duty (TDY) travel up to 10% of the time.

Specialized Experience: One year of specialized experience which includes: 1) Proficiency in the development and staffing of P and/or R-Form as well as preparation of subsequent written impact statements/RFI responses in response to HQDA/Congressional inquiries related to the President's Budget (PB); 2) Adeptness at preparing General Officer/Executive/Congressional level briefings such as Program Objective Memorandum (POM) briefs, Army Program Budget Briefs (APBB), Annual Program Reviews and/or Acquisition Shaping Panel (ASP) briefs; and, 3) Experience collaborating with program managers to plan and develop budgets for projects, evaluate program documentation to determine the effects of program performance and identify adjustments necessary to meet mission requirements.
