Duties
Maintain the integrity of applicable records and ensures their accuracy during and after Payroll processing.
Make adjustments and corrections in the accounting system to ensure costs are reported in the right appropriation or cost center.
Communicate all information regarding adjustments made to DCMA accounting personnel to avoid duplicate adjustments.
Validates information in the accounting system, Defense Agency Initiative (DAI) and the Defense Civilian Pay System (DCPS).
Resolve complicated and controversial pay issues requiring the full application of analytical skills, knowledge of the DFAS pay system and Microsoft Excel application to identify discrepancies in specific pay issues for individual employee cases.
Serve as Team Leader over subordinates involved in the input and maintenance of obligation and accounting data in the accounting financial database systems.
Coordinate and maintain checklist of financial management components of the Managers’ Internal Control Program (MICP).
Requirements

- Security Requirements: Non-Critical Sensitive with Secret Access.

Qualifications
To qualify for a Civilian Payroll Specialist, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
1. Navigating pay issues using the Defense Civilian Pay System (DCPS).
2. Analyzing and reviewing payroll allowances, entitlements, regulations, policies and procedures.
3. Analyzing, reviewing and interpreting accounting/payroll reports.
4. Collecting data and analyzing information, problem-solving, and preparing presentations for leadership to make decisions.
5. Executing internal controls and training employees/management on payroll issues.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
