About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

Duties

GG-11: Incumbent works under closer than normal supervision at the journeyman level performing assignments designed to provide the competencies, skills, and experience required to perform the more complex work at the full performance grade level. GG-12: Incumbent reviews, interprets, and implements budget guidance as applicable to facilitate development of budgets for assigned programs and mission areas. GG-12: Incumbent analyzes and summarizes historical data to identify trends and to assess funding requirements. GG-12: Incumbent monitors and evaluates budget execution for assigned programs and mission areas to ensure funds are executed in accordance with approved Command operating budgets and other fiscal requirements. GG-12: Incumbent identifies problem areas, researches, determines, and implements corrective courses of action. GG-12: Incumbent performs formal budget execution reviews with functional proponents for assigned programs in accordance with DOD, DA, ARCYBER, NETCOM, and OCAR policies and regulations. GG-12: Incumbent reviews resource allocations and identifies reprogramming actions required to support changes to mission priorities. GG-12: Incumbent advises and coordinates exchange of information on budget issues with functional proponents in assigned programs and mission areas. GG-12: Incumbent develops and briefs execution to leadership and PBACs and recommends funds allocation procedures for assigned programs or mission areas.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must have or be able to obtain and maintain a Secret clearance.
  • The incumbent must obtain and maintain within two years Certification level 2 and the required continuing education every two years in accordance with DTM-13-004, March 22,2013, unless a time waiver is obtained.
  • TDY may be required 10% of time.

Qualifications

Position is being filled at the GG-11/ target12 level. Duties described reflect the full performance GG-12 level. Duties will be performed in a developmental capacity under close supervision. Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. Such experience is typically in or directly related to the work of the position to be filled. One year of specialized experience which includesformulating and executing an organization's budget; reviewing and analyzing budget requests; and providing financial advisory recommendations in accordance with budget policies and regulations. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Basic Requirement for BUDGET ANALYST, GG-0560-12: To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
