About the Position: Participates in all aspects of the Army Planning, Programming, Budgeting, and Execution (PPBE) process with special emphasis on the Program Objective Memorandum (POM).
Duties
Respond to requests for information and impact statements for decrement drills.
Build all required briefings and justification materials to present to leadership.
Research and analyze new and proposed legislation and regulations to determine program requirements and impact.
Monitor contracts performance to assure milestones are met.
Recommend courses of action for potential Program Objective Memorandum implications.
Identify problems and develop recommendations for program and budget execution.
Oversee all command activities and develop annual fiscal year budgets.
Develop and execute end of year spending plan to reallocate all unobligated funding.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- One year trial period may be required.
Qualifications
Position may be filled as time-limited appointment, Term NTE 2 years.
Employees who accept time-limited appointments (to include employees with personal competitive status) will be placed in a non-status appointment and will be separated at the end of the time-limited appointment date if the Not-to-Exceed (NTE) date is not extended. There are no return/reemployment rights to the position vacated prior to accepting the time-limited appointment.
TERM Positions: This position is a TERM position. It is time-limited and may be extended up to a maximum of eight years.

Specialized Experience: One year of specialized experience which includes developing annual budgets; briefing leadership on possible budget allocation issues; and monitoring deadlines of contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
