The primary purpose of this position is to serve as a Foreign disclosure Officer for various product directorates and program offices and to determine releasability of both classified and controlled unclassified equipment, technical order, engineering data and other information to foreign countries or their representative.
Duties
Plans, develops and implements foreign disclosure procedures and provides direction and guidance on
assigned international programs of the product directorates and program offices.

Reviews and approves classified and unclassified export controlled information for release and
transmission to foreign governments and nationals.
Reviews and interprets USAF disclosure guidance, identifies inconsistencies in the guidance, and
recommends changes when necessary.
Acts as a foreign disclosure representative for the organization. Attends program management reviews,
worldwide reviews, and technical and acquisition meetings at various locations, and
national agencies.
Administers Foreign National visits which includes use of one time, recurring, and extended visit
authorizations for Foreign Liaison Officers.
Processes and approves visit requests through SPAN and FORDTIS, and advises organization leadership on foreign visits to the base.

Qualifications
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes serving as a Foreign Disclosure Officer for various product directorates and program offices at the organization and to determine releasability of both classified and controlled unclassified equipment, technical orders, engineering data and other information to foreign countries or their representatives. This experience must have been at a level of difficulty and complexity sufficient to demonstrate the ability to perform the duties of this position. It may have been gained in the private sector, volunteer service, military service, and/or government service, etc.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of National Disclosure Policy (NDP-1) principles and how they are applied to issues
relating to Foreign Military Sales and commercial exports of defense equipment, technology,
information, and security assistance.
2. Knowledge of international affairs concepts and US foreign policy principles and practices
including foreign military sales, international programs, and technology transfer.
3. Knowledge of Air Force acquisition policies and procedures and specific foreign disclosure
operations, Air Force technologies, classified material handling, and general management practices.
4. Ability and experience to plan and implement an Air Force foreign disclosure program and to
understand and work effectively with an acquisition/sustainment program policies and procedures.
5. Ability to review complex technical material and analyze the impact of disclosure or export to
foreign entities.
6. Ability to effectively write and orally communicate foreign disclosure and export information to
various audiences, to include US and foreign governmental staffs and senior USAF personnel.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
