Duties
This job opportunity is located in the in the Fiscal Services Office (FSO), National Processing Center (NPC), U.S. Census Bureau in Jeffersonville, Indiana. This position provides for a management analyst who also serves as a supervisor of the Jeffersonville Activity Reporting System (JARS), Age Search, and GovTA functions. The incumbent serves as the technical specialist for maintaining and recommending improvements, and responding to inquiries related to JARS, GovTA, and related payroll processes. This position is not in the bargaining unit.
The individual selected for this position will:
Plan and adjust work schedules and determine priorities to accomplish the unit's mission, analyzing work requests to determine requirements and availability of staff and other resources.
Develop methodology for studies and maintain appropriate measuring methods and records to ensure adherence.
Render performance appraisals and recommend performance awards, promotions, or other status changes of assigned personnel and resolve informal complaints.
Provide scheduling and coordination services for the Jeffersonville Activity Reporting System (JARS) throughout NPC and continuing liaison with Headquarters and with the Human Resources Branch at NPC in developing, maintaining, and refining the organizational code structure at NPC.
Collaborate with NPC management to identify improvements required in the JARS code structures to assure comprehensive coverage and accurate reporting of cost, production, and time data about organizational employees and units; and independently develop analytical methods and detailed study procedures, deviating from accepted practices to the extent required for studies and analysis of automated management reporting systems.
Tour of Duty: Monday through Friday, hours between 7:30 a.m. and 5:00 p.m. Alternate Work Schedule is available. Alternate Work Schedule is an 80-hour biweekly basic work requirement that is scheduled in less than 10 days; i.e., eight 9-hour days/nights, one 8-hour day/night, and one day off. Position may include evening or weekend work, hours will vary.
Qualifications
Time-in-Grade: In addition to specialized experience, you must meet the time-in-grade requirement. Current and former Federal civilian employees must have held a position at the grade 11 for at least 52 weeks in the Federal Service for promotion to the grade 12. Time-in-grade/band requirements must be met by the closing date of the announcement.
Specialized Experience: You qualify at the 12 level if you possess one year of specialized experience that equips you with the skills needed to perform the job duties. This specialized experience must have been equivalent to at least the grade 11 level to meet the qualification requirements in the Federal Service. Specialized experience is defined as providing advice, oversight, or guidance to employees or managers in the planning, development, implementation, evaluation, and usage of a time and attendance/payroll processing area. Must demonstrate participation in the formulation and/or adherence to procedures, policies, or regulations regarding time and attendance or payroll.
Education cannot be substituted for specialized experience at this grade level.
Employees on a permanent appointment who were hired through a Recruiting Bulletin, who have not served in their current appointment for at least 90 days, are not eligible to apply.
