Duties

This job opportunity is located in the Information Technology Support Branch, National Processing Center (NPC), Jeffersonville, Indiana. This purpose of this position is to analyze and evaluate the effectiveness of current technology products within the National Processing Center (NPC) and advise management of the benefits for the application of future technology products or modifications to existing technology for internal/external customer work processes. This position is not located in the bargaining unit. The individual selected for this position will: Assist the Information and Technology Support Branch (ITSB) in developing plans and policies to assure the efficiency of system integration and operations as well as compliance with NPC, Census Bureau, and Department of Commerce (DOC) procedures. Analyze and evaluate on a quantitative/qualitative basis the effectiveness of technology program operations in meeting established goals and objectives. Analyze and evaluate the development and implementation of NPC systems and integration/operations plans, develop solutions to any problems or issues affecting specific technology solutions, operations, and related concerns, to include Authority to Operate (ATO) processes. Research, investigate, and evaluate new or improved business and management process solutions for applications to NPC programs or operations. Act as liaison between NPC branches, Headquarters (HQ) staff and other external customers to collaboratively develop implementation strategies and resolve issues or potential issues that arise due to specification requirements and recommend modifications to specifications that would be more efficient and cost effective. Tour of Duty: Monday through Friday, 8:00 a.m. to 4:30 p.m. Alternate Work Schedule is available. Alternate Work Schedule is an 80-hour biweekly basic work requirement that is scheduled in less than 10 days; i.e., eight 9-hour days/nights, one 8-hour day/night, and one day off. Positions may include evening or weekend work, hours will vary. Four (4) Telework days may be available per week. If the position is later determined to be permanent, it may be made permanent without further competition.

Qualifications

Time-in-Grade: In addition to specialized experience, you must meet the time in grade requirement. Current and former Federal civilian employees must have held a position at the grade 12 for at least 52 weeks in the Federal Service for promotion to the grade 13. Time-in-grade/band requirements must be met by the closing date of the announcement. Specialized Experience: You qualify at the grade 13 level if you possess one year of specialized experience that equips you with the skills needed to perform the job duties. This specialized experience must have been equivalent to at least the grade 12 level to meet the qualification requirements in the Federal Service. Specialized experience is defined as experience developing intermediate Project Plans. Experience in scheme and code, completion of the aspects of an organization, data storage, database design, development, testing and documentation of new projects and/or upgrades of existing projects to assure adherence to specifications or conventions with moderate aid from other specialists, providing user support and/or training for applications designed by the incumbent, and working with senior specialists to research new technologies to advise management. Education cannot be substituted at this grade level. Employees on a permanent appointment who were hired through a Recruiting Bulletin, who have not served in their current appointment for at least 90 days, are not eligible to apply. However, if this vacancy is in the same line of work as your current position (same qualification requirements), and selection for this position would not result in a promotion action the 90-day waiting period does not apply.
