This vacancy is for a Program Analyst position in the Department of Commerce located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

Duties
Planning, coordinating, implementing, and monitoring survey/program activities for multiple assignments and projects.
Gathering requirements and developing technical survey programs and procedures and specifications for multiple survey operations such as printing, mailout, clerical, check-in, data capture and/or coding operations.
Communicate with management, co-workers, and other internal and external customers and stakeholders performing work for the assigned programs and projects.

Qualifications
Specialized Experience: For the GS-09, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 in the Federal service. Experience for this position includes: researching procedures and managing documentation for various survey activities such as printing, mailout, and distribution of survey materials for paper and other modes of data capture; review survey artifacts (e.g., survey letters and questionnaires), and ensure that the quality of the items meet the requirements of the survey sponsor; track survey inventory, generate status reports, and coordinate the distribution of materials; and assist with developing work plans/schedules and setting priorities for customer needs, with some guidance and supervision.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree that provided you with the knowledge, skills, and abilities to perform the work of a Program Analyst.
SpecializedExperience: For the GS-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Experience for this position includes: gather requirements, review specifications, write procedures, and manage documentation for various survey activities such as printing, mailout, and material distribution for paper and other modes of data capture; review survey artifacts (e.g., survey letters and questionnaires), proofread written materials, and ensure that the quality of the items meet the requirements of the survey sponsor; developing work plans/schedules, setting priorities and coordinating data collection activities to meet objectives and customer needs; use initiative, judgement, and creativity to solve problems; and assist senior staff with preparing project reports for staff at the National Processing Center, Census Headquarters, and other stakeholders involved in the survey operations.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree that provided you with knowledge, skills, and abilities to perform the work of a Program Analyst.
SpecializedExperience: For the GS-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Experience for this position includes: lead the effort to gather requirements, review specifications, write procedures, and manage documentation for various survey activities such as printing, mailout, and material distribution for paper and other modes of data capture; review survey artifacts (e.g., survey letters and questionnaires), proofread written materials, and ensure that the quality of the items meet the requirements of the survey sponsor; developing work plans/schedules, setting priorities and coordinating data collection activities to meet objectives and customer needs; use initiative, judgement, and creativity to solve problems independently; discuss difficult issues with stakeholders, and negotiate with them to accept recommendations or changes regarding project plans and technical issues; and serve as the liaison to provide reports on project status/results to staff at the National Processing Center, Census Headquarters, and other stakeholders involved in the survey operations
