You will serve as a IT SPECIALIST (INFOSEC) in the MOBILE AND INTEGRATED THREAT DIVISION, THREAT TARGET SYSTEMS DEPARTMENT of NAVAIRWARCENWPNDIV CHINA LAKE.

Duties

You will build and maintain accurate Risk Management Framework (RMF) packages and ensuring cybersecurity assessments and authorizations occur on schedule throughout each fiscal year. You will assist in the development of cost proposals, including estimating project costs, characterizing requirements, and defining project schedules for the cybersecurity work integrated into specific projects. You will provide subject matter expertise to division leadership, Integrated Product Teams (IPT) leads, and all other division personnel. You will develop policies, processes, and procedures that provide effective compliance support across all the organizations via formal agreements and plans

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 451 level Basic within 12 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • MSP/PPP applicants must currently hold the required security clearance.

Qualifications

DS-05 Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to demonstrating the four competencies above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the DS-04 pay band in the Federal Service or equivalent experience in the public or private sector. Specialized experience must demonstrate duties related to some or all of the following: 1) Providing training, guidance, and leadership to Cybersecurity personnel within the Integrated Product Team (IPT)/Labs; 2) Planning and formulating concepts, policy, techniques and procedures, instructions, certifications, standards, and criteria appropriate to the effective implementation and management of the Cybersecurity program. 3) Ensuring Cybersecurity requirements are fully integrated into all phases of the acquisition, upgrade, or modification programs; 4) Providing customers with information/analytical support/guidance on Cybersecurity requirements; 5) Planning and conducting Cybersecurity continuous monitoring and analysis to ensure systems maintain acceptable level of cybersecurity posture. Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree
