This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. You will serve as the BRANCH MANAGER in the C8414 READINESS BRANCH Naval Architecture and Engineering Division of CARDEROCK DIV NS.

Duties

You will supervise and manage the support to SEA21 in the areas of ship modernization, ship readiness, and fleet training systems. You will be required to interact with NAVSEA warrant holders across all engineering domains and waterfront CHENGs at Naval Shipyards. You will work with sponsors to advertise for positions, interview candidates, and select personnel. You will negotiate terms of employment and arranges for startup of new employees. You will coordinate mentorship efforts within the branch, assigning program analyst the responsibility to instruct and guide the junior employees to promote professional development in the group. You will project funding income and expenditures, ensuring that all costs have associated funding. You will create hiring plans to correspond to growth in future funding and creates transition plans for people needing to move to other work in the future as funding decreases for tasks. You will set performance expectations with employees, and periodically meets with them to make sure they are on target for success in their work context. You will mentor and advise branch members on issues and opportunities for professional growth.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating technical project resource requirements to develop and implement administrative operation processes and guidance for construction, modernization and readiness of navy vessels.
