This position resides in the Immediate Office (IO) of the Assistant Secretary for Administration (ASA), Department of Health and Human Services (DHHS), Office of the Secretary (OS), Office of the Assistant Secretary for Administration (ASA). The ASA provides leadership for HHS departmental administration, including human resource policy, information technology, and departmental operations. The ASA is the operating division head for the HHS Office of the Secretary.

Duties

ABOUT THE POSITION The incumbent of this position services as the Chief Financial Officer (CFO) for the Assistant Secretary of Administration. The incumbent has direct oversight of the ASA central Financial Services. In these capacities the incumbent serves as the primary advisor to the ASA and Executive Officer for leadership and direction on all matters relating to fiscal management, including but not limited to financial systems and operations; policy and standards; the establishment and monitoring of internal management controls related to financial management. In addition, the incumbent is responsible for overseeing the day-to-day operation of all budgets, financial management and accounting services, operations, and functions. Applies knowledge of financial and budgetary principles and skills and administrative and programs financial administration of large regulatory agency with programs of national scope and impact. As the ASA lead on budget execution and funds control, the incumbent ensures compliance with laws governing the budget process, including the Budget Enforcement Act and the Anti-Deficiency Act. The incumbent tracks, monitors, and reports on the status of total budgetary resources; advises senior officials in the development of supplemental funding requests, reprogramming actions and reorganizations; performs analyses of legislative proposals to determine impacts; conducts financial and economic analyses and cost comparisons; establishes the structure for new accounts; and recommends funding and staffing levels for management of the ASA. Serves as the ASA IO senior financial representative by presenting financial information, compiling narrative and statistical material concerning the ASA IO budget, and major program areas in preparation for briefings. Provides advice on matters of budget formulation, budget and performance integration, and Congressional appropriations for ASA IO. Advises the ASA on all aspects of accounting and financial reporting, policy and system requirements. Leads, oversees, and manages the funds control and budget execution process. Manages budget development and execution of approximately a billion-dollar fee for service (FFS) program and over $20 million appropriated funds. Supports the analysis of mandatory, revenue-based accounts including the development of future year projected collections. Oversees funds control and reprogramming for the AS, including investigations and analysis of potential Anti-deficiency Act violations. Establishes organizational goals, financial policy and operations, consistent with the objectives of the ASA IO. Conforms to existing laws, regulations, and financial principle and standards. Directs and formulates the establishment of long- and short-range planning for ASA IO financial management systems and operations with the objective of instituting and integrated system for financial management. Publishes guidance, sets requirements, and analyzes and approves annual spending plans. Provides analysis and support for ASA efficiencies and cost cutting initiatives. Supports the development of a robust activity-based cost approach. Prepares annual reports taking into consideration the Agency's performance measures developed by ASA IO Strategic Planning. Addresses problems identified as a result of external audits of ASA IO financial activities. Directs the analysis and reconciliation of quarterly budget execution reports. Prepares detailed reports by performing appropriate research and analyzing facts. Determines recommendations for unresolved problems and rectifies. Researches, determines, and recommends appropriate actions or interpretation of issues that impact ASA IO. Provides accounting and related fiscal services, including internal auditing functions throughout the ASA. Conducts financial management functions with primary responsibility for financial administration including the requisition, apportionment, allotment, accounting and auditing of funds, and fiscal management, activity reporting and related financial management activities.

Qualifications

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration. All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Mandatory Technical Qualifications (MTQ's), listed below. Mandatory Technical Qualifications (MTQ's): This position also requires that you possess MTQ's that represent knowledge, skills, and abilities essential for success in this role. Demonstrated experience and understanding of budgeting (budget formulation, execution, and presentation), accounting, procurement, acquisition, and grants management program policies, practices, and procedures and financial program development (internal control reviews and audit resolution procedures and reporting), and enterprise risk management to create agency-wide policies, practices, and procedures within an organization. Demonstrated knowledge of, and experience with multiple fund types including various appropriations, working capital/revolving funds, credit/loan accounts, reimbursable agreements, and in addressing and resolving complex budget formulation and budget execution issues and/or complex financial audit issues and findings.
