Duties
Ensures that DLA Installation Management Property and Real Estate Division’s (DM-IP) Audit, Risk Management and Internal Controls strategic plan, mission, vision, and values are communicated to the team;
and integrated into the teams' strategies, goals, objectives, work plans, work products and services.
Develops, establish, and executes an audit compliance program for corrective actions plans, milestones establishment;
and internal/external auditors Notice of Findings (NFRs) corrective actions for required reports and correspondence
Participates with other managers in their overall audit program management initiation and integration to comply with the;
Office of Budget Management, (OBM) Government Accounting Office, (GAO), General Services Administration, (GSA) Department of Defense (DoD) and Department of Treasury.
Develops, interpret, approve, and implement Financial Improvement and Audit Readiness (FIAR) management policies and procedures to provide guidance to DM-I staff on audit readiness and compliance.
Serve as the lead technical Program Analyst to ensure a strong internal controls environment program is implemented through the development of policies and procedures.
Researches, learns, and applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and improve team effectiveness, efficiency, and work products.
Serves as a coach/facilitator in coordinating team initiatives and in consensus building activities among team members.
Assists the team in assessing its strengths and weaknesses and provides leadership to the team in exploring alternatives and determining what improvements can be made.

Qualifications
To qualify for a Lead Program Analyst, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including minimum qualifications and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Expert knowledge of the risk management frameworks, approaches, and areas of inquiry across government and industry.
Mastery of advanced concepts, principles, and practices of internal controls and audit readiness programs analysis.
Researching and investigating new or improved business and management practices to support mission activities.
Performing quick response audits, audit readiness and sustainment, consulting and advisory services, risk management, audit compliance and follow-up.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
