As a Program Analysis Officer at the GS-0343-14, you will be part of Retirement Services, Office of Personnel Management. If selected, you will be responsible for the development, analysis, and enunciation of program policy and procedures concerning the operations of the Civil Service Retirement System (CSRS) and Federal Employee Retirement System (FERS) retirement programs.
Duties
Provide consultation and expert advice on major aspects of the CSRS and FERS retirement program.
Develop and present reports to management on findings and conclusions about problems studied, together with recommended solutions.
Conduct comprehensive analyses and studies of recently implemented laws, regulations, or high-level policy decisions to ascertain their implications on the retirement programs
Provide reports, evaluated information, work procedures, processing controls, and similar outputs intended to contribute to the execution of established programs and the development of new or revised program operations
Assume the role of project director or leader for large-scale initiatives as assigned.
Qualifications
For the GS 14: You must have one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-13 grade level or payband in the Federal service (obtained in either the public or private sectors) that includes all:
1) Determining program goals, objectives, and challenges for evaluating the quality and effectiveness of Civil Service Retirement System (CSRS) and Federal Employee Retirement Systems (FERS) retirement and benefits programs to recommend improvement strategies; AND
2) Developing and implementing CSRS and FERS retirement processes and systems; AND
3) Planning and conducting data analysis of CSRS and FERS retirement benefits and determining the impact on Federal programs and CSRS/FERS retirement processing; AND
4) Using qualitative and quantitative studies to promote the efficiency and effectiveness of organizational operations and programs.
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS14 level.
