Duties
You will serve as a FINANCIAL MANAGEMANT ANALYST in the RESOURCE MANAGEMENT/FIAR OFFICE, DEPUTY COMMANDER, OFFICE OF THE COMMANDERS, NAVAL INFORMATION FORCES, SUFFOLK, VA.
You will apply financial rules, regulations, and procedures to perform a full range of clerical, accounting, technical and analytical tasks.
You will maintain and execute assigned programs.
You will utilize various financial management systems to review and analyze financial reports.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
Experience formulating budget and estimates to support plans, programs, and activities.
Experience providing general and technical advice and assistance relative to Defense Civilian Payroll System support policy and procedures.
Experience controlling and reporting obligations and expenditures.
Experience developing, determining, and interpreting budgetary policies and practices.
GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
Experience analyzing and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
Experience developing phasing plans and spend plans.
Experience with civilian pay procedures, policies, laws, and regulations to process complex pay actions, preparing and balancing a variety of payroll reports, and identifying discrepancies in pay; using automated systems to complete pay actions, correct errors, and resolve complex pay situations.

Education
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements.
