The DCSA Employee & Leader Development Division is seeking a customer-centric Training Administrator for our New Employee Experience (NEX) program with experience facilitating large training sessions, managing complex programs, working in cross-functional teams, and driving process improvement. Duties
As a Training Administrator (Employee and Leader Development) you will be responsible for the following duties:
- On a reoccurring basis, facilitates and participates in delivery of New Employee Experience (NEX) program and/or other programs as developed and implemented, supporting virtual or in-person delivery.
- Provides technical advice and assistance to management officials, supervisors, human resources specialists, and other DCSA civilian employees on determining development needs.
- Administers long-range strategic and operational plans and projects to satisfy specific training requirements and/or accommodate multiple organizational needs while adjusting workload and resources to meet program demands.
-Acts as Contracting Officers Representative for employee and leader development contracts.
- Administers and manages existing and future programs, courses, events, initiatives, and activities aligned under the HCMO/Employee & Leader Development (ELD) Division including but not limited to team engagement, coaching, mentoring, outreach initiatives, and DoD and DCSA Long-Term and Special Training programs.
- Assists the Evaluation and Assessment Specialist in the development and implementation of program measurement techniques or instruments to ensure continuous improvement and training efficacy.

Qualifications
This position has a Basic Requirement for the 1712:
Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.
OR
Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience as senior instructor or facilitator for in-person and virtual training; Experience or training related to the development, administration, and delivery of programs, events, and activities focused on new employee orientation, team engagement, coaching, and employee and leader development; Use of virtual delivery systems such as Adobe Connect, Zoom, MS Teams, etc; Comparing and analyzing extensive amounts of information gathered from various sources, and affecting broad areas and programs to draw conclusions and devise options, recommendations, or solutions; Assess learning outcomes, design, and effectiveness of curricula and training programs; Effectively communicate orally and in writing.
Specifically you will be evaluated on the following competencies:
1. Education / Training Program Administration: Organize, plan, and coordinate the functions, provisions, schedules, and administrative activities, which are required to conduct education and training programs. Manage the organization, operation, and resources to facilitate instruction and future planning.
2. Instructional Delivery and Learner Development: Deliver, provide, and monitor training and education for individuals and groups within learning environments. Tailor and adapt instruction to ensure learners' needs are met and learning outcomes are achieved.
3. Learning and Program Evaluation: Assess the learning outcomes, design, and effectiveness of curricula and training programs, using internal and external assessment methods and tools, to ensure quality and degree of implementation, and to inform instructional decisions.
4. Stakeholder Management: Identifies, engages, influences, and monitors relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative).
5. Problem Solving: Identifies and analyzes problems; uses sound reasoning to arrive at conclusions; finds alternative solutions to complex problems; distinguishes between relevant and irrelevant information to make logical judgments.
