This announcement is for TEMPORARY, INTERMITTENT positions NTE 1 year/1040 hours located in the Bureau of Comptroller, Global Financial Services (CGFS). The incumbent is responsible for carrying out the full range of oversight for overseas disbursements, accounting, budget, and financial planning, training payroll, developing and issuing financial related policies, principles, standards and procedures and reviewing all Department financial systems for compliance.
Duties
Promote full, proper and timely accountability of all U.S. Government financial assets budgeted for, disbursed/received, and reported on.
Receive and perform continuing and/or day-to-day assignments, which can be related to and involved with any aspect of the financial operations of the Department.
Identify, consider, and resolve a variety of financial and/or budget-related policy issues, questions and problems related to the agency financial management program.
Communicate with colleagues, agency management and other contacts outside the agency to gather, analyze, and compile financial data to provide financial advisory services and to convey financial information in a variety of written forms.
Make recommendations to the Office Directors regarding the development and maintenance of the framework of policies and procedures relating to financial operations.
Provide advice and assistance on overseas financial management matters, particularly in relation to the support to other agencies overseas.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience interpreting and applying the concepts, principles, practices, laws and regulations of financial management for the Federal government.
Experience analyzing complex and difficult financial problems to determine Federal budgetary implications and recommending solutions.
Experience advising management on global financial services, providing oversight regarding fiscal policy, law, budget, and program matters.
Experience advising, defending, and briefing leaders on resource strategies and statuses.
There is no substitute of education for specialized experience for the GS-14 position.
