Duties

The Department of Energy's (DOE) Office of Environmental Management - Richland Operations Office is looking for a dynamic, innovative, seasoned executive to lead the office of the Assistant Manager for Safety and Quality. As the Assistant Manager for Safety and Environment and Assistant Manager for Safety and Quality you will: Direct the development of the environmental and nuclear safety technical scope definition, schedule, budget and resources to support mission needs. Direct the development, evaluation, amendment, and assessment of the Nuclear Safety Basis and Controls, and implementation of Authorization Basis and Authorization Agreements. Evaluate and assess engineering processes and programs as they relate to safety, health, and nuclear and environmental programs. Ensure compliance with environmental and nuclear safety requirements and integration of environmental and nuclear safety issues and assessments across RL and ORP. Lead resolution of project environmental and nuclear safety issues. Plan, direct and coordinate the nuclear, environmental, and occupational safety programs for RL, ORP, and its contractors. Lead the programs that provide support to the RL and ORP facilities including integrated safety management systems (ISMS), quality assurance (QA) program requirements, Price Anderson Amendment Act (PAM), environmental safety and health, employee concerns, and radiation protection. Provide technical support to other line management organizations. Provide Hanford senior management with an independent assessment capability to assess the line organizations and Hanford contractors.

They measure whether you have the broad executive skills needed to succeed in a variety of SES positions. 1: Leading Change: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment. 2: Leading People: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. 3: Results Driven: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. 4: Business Acumen: Ability to manage human, financial, and information resources strategically. 5: Building Coalitions: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, a supplemental narrative must be uploaded addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. You must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered. MTQ 1: Describe your experience leading all aspects of environmental, safety, quality, and health programs, field compliance oversight, and safety culture program management for an organization delivering multiple large and complex construction, decommissioning, demolition, and groundwater operations projects all focused on environmental risk reduction of hazardous and/or radioactive materials MTQ 2: Describe your ability to exercise administrative management for long-range planning, safety assessment and evaluation activities, systems, processes and programs affecting health, safety and principal areas of facility operations/responsibility.
