You will serve as a QUALITY ASSURANCE SPECIALIST (SHIPBUILDING) in the Quality Assurance manager (Code 900Q), Production Department Analysis & Business Manager (Code 900A), Production Resources Department Manager (Code 901), Production Resources Department (Code 900) of NORFOLK NAVAL SHIPYARD.

Duties

You will investigate, research, respond to, track, and follow up on all actions regarding NAVSEA Audit Items, Naval Reactor Agenda Items, CO Agenda Items, as well as local audits. You will calculate and analyze data from the Radiological Exposure Program pertaining to cost savings, mrems/exposure reduction, and radiological material storage. You will conduct internal program, process, and ship overhaul audits to identify quality problems and room for improvement. You will conduct investigations of reported equipment/system failures to identify responsible parties, root causes, and corrective actions needed to prevent recurrence. You will conduct studies of work processes by collecting, sorting, grouping, and analyzing process data for quality trends. You will review training material and assist in special quality assurance training classes for employees of the shops. You will recommend quality improvements to shop management based on lessons learned from audits, investigations analysis, and special studies results.

Qualifications

GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with naval shipyard policies and procedures as related to such functional areas as engineering, planning, production and administration to utilize in assessing compliance with shipyard directives and developing sound recommendations for program and process improvements. Experience possessing oral and written communication skills necessary to conduct effective personal interviews and training classes and prepare clear, informative written reports. Experience interpreting drawings, plans, specifications; job orders, and other documents used by the Production Resources Department Shops. Experience implementing knowledge of basic ship types, configurations and systems to facilitate shipboard onsite inspections of failed systems/components and promote ease of communications with cognizant civilian ·and military personnel. Experience implementing knowledge of quality assurance concepts, principles and methodology to utilize in developing and implementing an effective, economical shipyard quality assurance program. Experience utilizing audit, investigative, and analysis methods and techniques to conduct effective audits of shipyard programs, processes and products. Experience analyzing results on a cumulative basis to identify quality trends. GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with naval shipyard policies and procedures as related to such functional areas as engineering, planning, production and administration to utilize in assessing compliance with shipyard directives and developing sound recommendations for program and process improvements. Experience possessing oral and written communication skills necessary to conduct effective personal interviews and training classes and prepare clear, informative written reports.
