You will serve as a FINANCIAL TECHNICIAN in the Military Sealift Command, Comptroller Department (N8), Disbursing, Travel & Payroll (N84), Compliance & Travel (N842), and Liquidation/GTCC (N8421) of MILITARY SEALIFT COMMAND.
This position has promotion potential to the GS-07 grade. If selected below the full performance level, you may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management.
Duties
You will exam documents for accuracy, adequacy of documentation, compliance with regulations for goods and services provided to or by the Government.
You will determine pay, payroll records maintenance and complete reports pertaining to civilian employees of the Federal Government.
You will answer requests and provide advice to employees, supervisors, staff in other financial management series and personnel specialists on pay related rules, regulations, and procedures.
You will work to establish, maintain, correct and close pay accounts for active, reserve, or retired armed forces personnel and their annuitants.
You will in process, out process, and separate service members, respond to pay inquires, review pay debts, and process adjustments.
You will perform technician work in support of budget analysis and administration such as maintaining ledgers, budget formulation, compiling, consolidating, checking and arranging funding data.

- This is a Financial Management Level 1 Certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within prescribed timelines.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
Qualifications
FOR GS-0503-05:
You must have successfully completed 4-years (120 semester hours) above high school in any field for which high school graduation or the equivalent is the normal prerequisite; obtained in an accredited business, secretarial or technical school, junior college, college or university.
OR
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience assisting with the organization, retention and disposal of accounting and civilian payroll records and documents.
Experience utilizing knowledge of accounting and payroll financial documents in order to ensure proper retention and archival of records.
Experience reporting, processing and keeping track of budgetary transactions.
Experience examining financial documents for accuracy, completeness, and validity per established regulations.
OR
You must have an equivalent combination of the education and experience listed above that meets the total qualification requirements.
FOR GS-0503-06: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following:
Experience assisting with the organization, retention and disposal of accounting and civilian payroll records and documents.
Experience utilizing knowledge of accounting and payroll financial documents in order to ensure proper retention and archival of records.
Experience using various accounting techniques such as accounting codes and classifications; reviewing funding records in order to generate reports).
