Duties

The incumbent of this position serves in the Civil Rights and Equal Employment Opportunity (EEO) Office, Office of the Chair, National Endowment for the Arts. The Civil Rights and Equal Employment Opportunity Office (OCREEO) is responsible for the implementation and enforcement of civil rights and EEO laws, executive orders, directives, regulations and agency policy which prohibit discrimination in employment and Federally assisted programs. In this position you will: -Serve as staff advisor to the OCREEO Director and management officials throughout the agency with responsibility for performing support functions including ; -Determining NEA jurisdiction for civil rights complaints; -Drafting corresponding letters; -Conducting outreach to grantees including the Section 504 workbook; -Conducting civil rights complaint investigations, compliance reviews, as well as conducting Equal Employment Opportunity (EEO) counseling; settling employee disputes; -Delivering in person training; and preparing various annual reports.

Qualifications

In order to qualify for this position, you must meet the following requirement: GS-13: In order to qualify for this position, you must have at least one year of full-time specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service, with experience in performing the following duties: 1) serving as a staff advisor for civil rights complaints; 2) conducting civil rights complaint investigations and conducting compliance reviews; 3) conducting Equal Employment Opportunity (EEO) counseling; and 4) settling employee disputes. NOTE: Your resume must explicitly indicate how you meet this requirement, including civil rights experience as described above, otherwise you will be found ineligible. Your resume is the key means we have for evaluating your skills, knowledge, and abilities as they relate to this position. Therefore, we encourage you to be clear and specific when describing your experience. Your resume must demonstrate at least one year of specialized experience at or equivalent to the advertised grade level or pay band in the Federal service or equivalent experience in the private or public sector. You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the dates worked and total number of hours per week. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
