Duties
Performs extensive analysis and evaluations of the intra and interrelationship of systems’ functions to identify and determine current and future IT requirements, required technological advancements, and identified corporate initiatives.
Participates in and/or leads systems requirement reviews and coordinates with customer/functional representatives and other technical personnel to clarify requirements.
Establishes target completion dates for changes to take effect and prioritizes sequence of proposed system changes or developments.
Incumbent directs or participates in testing and implementation of systems’ enhancements.
Provides functional advice and support involving IT process improvements.
Works with internal and external sources to improve internal processes and operational performance in relation to contract accounting/payments.
Provides technical advice in determining operations impact or problems, possible resolution, and actions necessary until problem is resolved.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: providing support for financial/accounting systems; applying and advising on financial system policies and procedures; performing extensive business process analysis through evaluation of financial systems, policies, procedures, and regulations. Preparing and reviewing the software change request, and test plans. Ensuring supporting documentation and training for end user on new software is created.
