The Voluntary Services Officer is the facility's Center for Development and Civic Engagement/Voluntary Service Office Chief having oversight of the full scope of business. Due to this office's cross-cutting nature, you need a broad understanding of the federal government, VA, its Administrations, focusing on VHA; to include relevant laws, regulations, policies and procedures, accrediting organizations, and the agency organizations facilitating a systems-oriented approach to the Center's success.
Duties
Duties include but are not limited to:
Establish and operate a community-based volunteer program.
Coordinate referrals with administrative and/or clinical staff.
Establish volunteer recognition activities.
Provides support and guidance to clinical/and other staff members on the requirements of supervising volunteers.
Creates new and unique volunteer personnel assignments to meet the needs of the customer.
Assists in the development, coordination, and management of an organization's voluntary services program.
Operates a company/organizational vehicle/car as required, in the performance of required duties.
Works with community partners and staff members within a health care system.
Provides support for volunteer and donor activities for customers served.
Provides support for community outreach efforts by providing volunteers and community involvement.
Identify needs and develop a range of community resources to support programs with volunteers and donations.
Generates a donation program to support various initiatives.
Manage programs associated with volunteers to include, recruiting, interviewing, and evaluating prospective volunteers.
Match volunteers with customers appropriately.
Determine volunteer schedules.
Provide ongoing training for employees, documenting outcomes of training.
Performs administrative duties for the department which include working with an automated timekeeping management system and completing required paperwork.
Provides support and guidance to volunteers via telephone or through other forms of communication.
Compiles data and reports for tracking and evaluating the efficiency of assigned programs.
Work Schedule: 7:00am - 3:30pm, Monday - Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/30/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing a program of volunteers and contributing organizations within a medical or hospital setting; development and implementation of a detailed marketing plan for a specialized program; managing a program service budget and managing a donation needs list of an organization; utilizes laws and regulations governing the General Post Fund and solicitation and acceptance of donated gifts; and understanding and applying personnel management practices for interviewing, screening, placing, and counseling purposes. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is moderately sedentary, although considerably variable. It requires a fair amount of standing, sometimes for long periods, walking, climbing stairs, and bending. Work may require some heavy to moderate lifting, transporting of materials, equipment and supplies for special events and other programs. Due to the diverse nature and scope of the work, it may require occasionally working in extreme temperatures (hot or cold).
