The incumbent assists in all aspects of the development, coordination, and management of the Center for Development and Civic Engagement (CDCE) Office, Atlanta VA Healthcare System and is responsible for independent management of specific programs or portions of larger programs. This includes, but is not limited to, planning, establishing and implementing policy, developing program goals and objectives, managing, evaluating, and coordinating (internal and external) resources of assigned areas.

Duties

Major Duties: Planning, Operations and Evaluation of Voluntary Service Programs The incumbent serves as the Voluntary Service Specialist, Center for Development and Civic Engagement (CDCE), supporting the Service Chief with direct reporting to the Atlanta VA Healthcare System (AVAHCS) Chief of CDCE. The Voluntary Service Specialist, with the Chief, is responsible for the planning, operation, and evaluation of an active Voluntary Service Program. The incumbent serves as Acting Chief, CDCE, in the Chief's absence. The AVAHCS Voluntary Service Program is a large, diversified program involving individuals, groups, and community organizations contributing to an integral part of the care and treatment of hospitalized Veterans. The CDCE concerns and affects all medical center Services and programs utilizing volunteers within AVAHCS facilities. The incumbent assists the Chief in defining marketing objectives to promote Voluntary Service programs. Incumbent assists with development of short-, mid-, and long-range customer relations plans for Voluntary Service and for AVAHCS. The incumbent, in concert with the chief, initiates, develops and implements standards, plans and procedures for the direction and operation of CDCE activities for the AVAHCS. The incumbent assists with coordination and integration for all community volunteer participation. This involves dozens of civic, Veteran, fraternal, service, welfare and youth organizations that serve our Medical Center, providing over 1,500 Regularly Scheduled and occasional volunteers. AVAHCS CDCE volunteers contribute almost 150,000 hours per year, increasing annually. Additionally, a number of very active youth volunteer groups are involved in the program. The incumbent conducts special orientations geared to stimulate interest in medical and allied health fields. Prepares and continuously updates various handouts which are distributed to volunteers, supervisors and other concerned individuals. With assistance from professional staff, develops challenging assignments and training classes to maintain interest and retains these volunteers. The incumbent plans and conducts Recognition Ceremonies that includes a formal ceremony for the volunteers, their families, and volunteer supervisors and other guests. The Incumbent is authorized to recommend to the Chief to terminate volunteers for cause following established procedures. The incumbent also has the latitude to reassign volunteers as required and to counsel them concerning inappropriate behavior, violations of rules and regulations, deportment, etc. This requires utmost tact and skill. The incumbent assists with the CDCE's public relations programs. Prepares and writes news releases pertaining strictly to the CDCE's Public Relations Program for various news media for approval by the Public Affairs Office. Represent the CDCE in community affairs such as service, civic and social organization meetings. The incumbent conducts community outreach, targeted recruitment, and corporate sponsorship activities and efforts for the CDCE. Voluntary Service Specialist in the CDCE, in establishing and maintaining relationships with members of the CDCE Committee for the purpose of increasing activity in AVAMC. Conduct Annual Joint Reviews with the CDCE Representatives and/or Deputy Representatives. This is an overview of the participation of all chapters, units and posts of each organization and must be handled skillfully and accurately to project a true assessment of participation for VACO and the National Office of each organization. Initiates and maintains personal contacts with the representatives of the CDCE Committee regarding participation of members of the respective organization in VAVS. The incumbent also assists in the preparation of materials outlining the duties and responsibilities of CDCE Representatives and Deputies and other printed matter in order to permit them to do a more effective job of providing leadership in their organization's participation. Incumbent develops and conducts CDCE Representative and Deputy Representative training and advises Chief on all volunteer education and training requirements. Incumbent plans and, in the absence of the Chief, conducts the CDCE Executive Committee meetings and quarterly CDCE Advisory Committee meetings. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/03/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Managing a program of volunteers and contributing organizations within a medical or hospital setting; Planning, coordinating, and execution of business functions, resource allocation, and production; Managing a program service budget and managing a donation needs list of an organization; Communicating with community individuals, groups and organizations; utilizes laws and regulations governing the General Post Fund and solicitation and acceptance of donated gifts; and understanding and applying personnel management practices for interviewing, screening, placing, and counseling purposes.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
