Duties
Plans, Manages, and Supervises assigned staff of technical personnel.
Determines need for systems changes/enhancements, evaluates system recommendations and develops functional descriptions for required changes, coordinating the documents at all levels.
Serves as liaison with personnel from other systems which interface with the migratory financial management and accounting systems, ensuring that all interface requirements are identified and addressed.
Develops career plans, identifies and makes provision for training and professional development needs of subordinates. Provides advice, counsel and instruction on both technical and administrative matters.
Serves as an expert analyst coordinating with multifunctional task forces composed of financial managers from all levels within the Department of Defense or other government agencies to establish goals, objectives and policies.
Guide the unit in the development of the unit works plan, prioritizes workload and makes assignments considering difficulty and complexity of work and employees capabilities.
Responsible for planning, designing, revising, deploying, and maintaining the managerial information requirements portion of the migratory financial management and accounting systems used.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Providing technical guidance of in-depth financial systems analysis and assisting in the design, development, and support of automated financial systems; planning and implementing process improvements relative to large-scale accounting and financial operations, systems, policies, and procedures; and demonstrates examples of success in leading, supervising and counseling employees.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
