Duties
Provides technical expertise in the interpretation and guidance of any and all travel entitlement related issues, and includes coordination and collaboration with all travel system offices.
Responsible for identifying, defining, and writing travel system requirements, to include system change requests. Demonstrates familiarity with the Integrated Automated Travel System (IATS) and the Defense Travel System (DTS).
Determines entitlements on doubtful claims of military and civilian personnel submitted from the DoD and Military Services worldwide system of operations stateside and overseas.
Reviews proposed travel regulatory changes, and comments on regulations for legal sufficiency and uniformity; recommends courses of action on the impact that any regulation or policy change has on travel pay issues.
Advises personnel on entitlement matters which have an important budgetary impact and influence upon operations plans and policies incident to the various types of travel orders.
Plans, develops, and monitors the execution of special projects and initiatives to improve travel pay operations and actively looks for ways to eliminate wasteful spending and establish cost savings in business practices and procedures.
Establishes and maintains liaison with various agencies and organizations, and several system offices in all matters relative to travel and transportation allowances.

- Please note, this is NOT a 100% virtual/remote position where work may be performed from any location in the US. This position is eligible for local telework near the duty station of the position, subject to management review and approval.
Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as: Reviewing and interpreting complex policy and regulatory guidance related to travel pay entitlements; providing high level analysis to leadership related to travel pay operations; using automated accounting and financial management systems to analyze financial data, recognize problems, propose solutions; and evaluates the impact of new or revised policies, laws, and internal controls on the payment of entitlements.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
