Duties
You will serve as the Personnel Security Specialist in Information and Personnel Security (N00SM2), Security Manager (N00SM) at Naval Computer and Telecommunications Area Master Station, Pacific (NCTAMS PAC)
You will maintain an effective Personnel Security Program to ensure only authorized personnel have access to classified material, unclassified sensitive information, Navy computer systems, and NCTAMS PAC facilities.
You will conduct annual security assessments for compliance with applicable security standards, regulations, and operating procedures, and to ensure DOD requirements are being met.
You will oversee NCTAMS PAC component commands and detachment security personnel programs to ensure compliance with applicable security standards, regulations, and operating procedures.
You will review all position descriptions to ensure position sensitivity is properly designated and recorded in applicable records such as Defense Information System for Security (DISS).
You will process requests for access, security clearances and background checks for military, civilian, and contractor personnel working at NCTAMS PAC via the National Background Investigation Services (NBIS).
You will develop and maintain a Continuous Vetting Program (CVP) to ensure personnel maintain their eligibility for a security clearance, access to classified information and/or assignment to a sensitive position.
You will educate personnel to recognize and discharge their responsibility in matters relating to personnel security and security of classified information.
You will serve as the Travel Tracker/Individual Anti-Terrorism Plan Command Manager and Coordinator, working directly with USINDOPACOM to report all foreign travel worldwide and to resolve travelers’ country, theater, and area clearances.
You will administer the Sensitive Compartmented Information (SCI)/Genser Security Education Training and Awareness Program, providing the monthly Command Indoctrination Security Education Training.
You will perform security clearance validations via Defense Information System for Security (DISS) for contractors requesting access to command facilities, to include restricted and classified area and properly vet their clearance level.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You must successfully complete a Counterintelligence (CI) polygraph with No Deception Indicated (NDI).
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a U.S. Passport.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:
-Experience gathering intelligence to advise personnel of security measures.
-Experience conducting briefs to personnel regarding security matters.
-Experience processing security actions to include access, security clearances, and background checks.
-Experience reviewing, evaluating, and adjudicating reports of investigations and other records to determine level of clearance required.
This position is within the Work Category PROFESSIONAL at Work Level ENTRY/DEVELOPMENTAL, Series and Grade GG-0080-09.

Education
Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
Successful completion of a Master's or equivalent graduate degree; or
Successful completion of 2 full years of progressively higher level graduate education leading to such a degree; or
Possession of a LL.B. or J.D., if related to the position being filled.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position.
