Duties

You will serve as a SECURITY SPECIALIST in the PERSONNEL SECURITY (N00SM2), SECURITY MANAGER (N00SM) of NAVAL COMPUTER AND TELECOMMUNICATIONS AREA MASTER STATION, PACIFIC (NCTAMS PAC). You will execute and implement the policies and procedures governing the protection of Sensitive Compartmented Information (SCI) facilities, operations, information and material. You will interact with managers and senior planners on a wide range of security concepts, principles and practices for managing and directing complex security programs You will control and maintain appropriate access to databases such as the Joint Personnel Adjudication System (JPAS), Scattered Castle, and Gatekeeper/CATS. You will serve as the lead for individual security program management to include administration of all personnel security records, submission of Security Access Eligibility Reports and foreign exception packages. You will perform indoctrinations, annual re-indoctrinations and debriefs. You will provide proper protection, use, and dissemination of SCI documents and material You will initiate, implement and manage security policies, procedures and programs required to manage SCI programs and to protect SCI resources. You will review adjudication reports of investigations, personnel files, and other records and provide recommendations whether to grant, deny, or revoke a security clearance. You will supervise staff and provide general guidance and set deadlines for subordinates. You will review work, set standards and evaluate work performance, approve leave, and develop/implement individual training plans.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You must successfully complete a Counterintelligence (CI) polygraph with No Deception Indicated (NDI).
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by: -Experience utilizing intrusion detection systems, safes, storage containers, locks/locking systems, personnel entry control systems, and handling security measures related to transporting and shipping requirements of materials. -Experience determining the suitability and security eligibility of individuals for entry and retention in sensitive and non-sensitive positions. -Experience handling derogatory information in regards to security clearances and reporting procedures for security violations. -Experience evaluating the impact of security programs in order to recommend, develop and implement broad plans and policies for the protection of special access programs and other sensitive information. This position is within the Work Category Professional at Work Level Full Performance, Series and Grade GG-0080-12.
