The primary purpose of this position is to serve as a security specialist responsible for the development, implementation and management of the physical, personnel and information security program for the Enhanced Mobile Satellite Services Capabilities Office (ECO) organization and all contents withio the facility.
Duties
Responsible for, developing, implementing, evaluating and managing a multi-facet security program to include physical, information, personnel, industrial, ADP and special security.
Directs and controls the planning, development, implementation and administration of physical security measures.
Provides initial security brief for all incoming personnel, scheduling and coordinating Special Compartmental Information (SCI) indoctrination when applicable.
Coordinates security requirements for visits to ECO facilities and ensures that all releases, handling, markings, safeguarding and storage, and destruction of sensitive but unclassified information, classified information, restricted data and SCI are in accordance with national security policy.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of a wide variety of physical, personnel and information security concepts, principles and practices to review independently, analyze and resolve difficult and complex security problems. Applying knowledge of a broad range of security program relationships, and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. Applying knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of security administration and management rules, regulations, principles and concepts as they relate to physical, personnel and information security.
Knowledge of investigative techniques to probe complaints concerning criminal activities or serious incidents and state-of-the-art security equipment and devices to plan and implement protective methods and security procedures.
Knowledge and skill to plan, direct, operate, and evaluate a comprehensive security program including procedures, methods and techniques used in classified facilities to include Top Secret and SCI facilities.
Knowledge and experience in performing effective security inspections and applying the various security disciplines and recommending appropriate and corrective actions.
Ability to apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls.
Ability to communicate effectively, both orally and in writing, as well as establish and maintain effective working relationships with Government and Private Industry personnel.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
