The Medical Administration Specialist (MAS) is a position in the Health Administration Service, Atlanta VA Health Care System. The MAS exercises full, delegated authority on medical administrative matters occurring at Atlanta Veterans Healthcare System (AVHCS) during other than normal business hours. Provides procedural, legal, and administrative guidance as it relates to the care and treatment of patients.

Duties

Major Duties: Provides administrative authority, guidance and advice to Medical Officer of the Day(MOD), Nurse on Duty (NOD) and all other clinical staff concerning administrative matters necessary for operation of the medical center during WHEN hours. Provides orientation and situational technical advice to physicians regarding VA policies and procedures; assists staff with medically related legal problems including orders or protective custody and management as the MOD does for clinical matters. promotes harmonious working relationships among patients, public and staff; directly intervenes when problems regarding patient activity occur, advising clinical staff of appropriate administrative actions Observes, evaluates and coordinates administrative activities with the Office of Information Technology (OI&T), Engineering, Pathology and Laboratory Service, Imaging, Nursing and Environmental Management personnel, among others. Coordinates non-routine contacts received at the facility center during WHEN hours; receives and responds to non-routine patient condition inquires from concerned veterans, families, visitors, law enforcement officials, representatives from private hospitals, veterans service organization representatives, VA Headquarters, congressional offices, military personnel, private physicians, media and the general public assuring all Privacy Act procedures. Determines applicants eligibility for medical care, appropriately enters all pertinent information into the computer system to include income and insurance information for appropriate non-service connected applicants, counsels non-service connected veteran to determine ability to defray costs of medical care. Maintains seriously ill roster and notification of next-of-kin, as appropriate. Administratively approves and coordinates tests and procedures which cannot be done at the medical center. Locates available sources and obtains authorization for VA payment of services at community facilities in accordance with established sharing arrangements. Coordinates patient referrals and transfers to and from the medical center. Responsible for calling and/or directing in all necessary employees on an overtime basis to attend to patient care needs or for emergency repairs, etc. Secures resources of services needed to manage medical center as directed in emergent situations. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. (An SF-50(s) that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS 7-Medical Administration Specialist: Specialized Experience You must have one year of specialized experience equivalent to at least the next lower grade of GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited: experience providing current information concerning VA regulations and guidelines that affect the administrative operations of the Medical Administration Service; experience reading and interpreting regulations and directives governing eligibility for medical and dental benefit programs; processing inpatient and external patient admissions, transfers and dispositions; conducting studies for efficiency and completeness of operations and processes; working with computerized patient record systems, enrollment system redesigns, and hospital Inquiry systems; experience determining veterans' health benefits eligibility; ensuring adherence to policies, rules and regulations to assure quality patient care. GS-9 Medical Administration Specialist Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-7 level) in the normal line of progression for the occupation in the organization. Participating in special projects, conducting investigations and/or systematic reviews of operations, preparing work flow charts, work standards, and staffing recommendations; making recommendations for improvement and then implementing accepted changes; Providing administrative authority, guidance, and advice to staff concerning administrative matters necessary for operation of the medical center; Responding to requests under Beneficiary Travel authorities, making appropriate arrangements, and facilitating urgent transportation for Veterans; Assisting hospital staff with medically related legal problems, including involuntary commitments, orders of protective custody, and management of unruly or severely disturbed patients. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree; OR 2 full years of progressively higher-level graduate education leading to such a degree; OR a LL.B. or J.D., if related. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR Combination: Applicants may also combine education and experience as shown above to qualify at this level. You must have a combination of specialized experience and graduate level education as shown above. Applicants with Superior Academic Achievement on their Bachelor's Degree may use all graduate level education when combining education and experience to qualify for this position. NOTE: Both the Bachelor's and Graduate Degree Transcripts must be submitted with the application package. Otherwise, ONLY Graduate education in excess of the first full year may be used to qualify applicants for positions at grades GS-9. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires much walking through the medical center with occasionally the requirement to lift objects such as suitcases, clothing, or medical charts.
