This position is located in the Management Directorate, Office of Chief Information Officer, Front Office, Workforce Management Division.
As a Management and Program Analyst, you will serve as a subject matter/technical expert providing advisory and consultative guidance on a combination of functions including strategic HR management, classification and position management, recruitment and hiring, compensation and HR policies.
Duties
Providing management consultative services related to organizational and workforce planning, management functions, and administrative operations.
Partners with other HR specialty functions (compensation, talent acquisition, learning, and development) acting as a point of contact and liaison with clients to assist with the delivery of full HR services.
Analyzing, interpreting, and presenting human capital data to leaders to support decision making in effective HR strategies and workforce planning.
Submit HR related tickets and actions for classification, recruitment, and processing, requiring a high level of attention to detail to ensure documents are signed and completed.
Preparing well-researched and comprehensive written materials and reports on a variety of human resources issues for targeted audience and analyzes data to identify trends and opportunities for process improvements.
Engage with hiring managers to review and analyze job descriptions and assist in the development of job analyses prior to submission to HR for recruitment.
Qualifications
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 05/28/2024.
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 05/28/2024.
GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Providing guidance with the interpretation and application of human resources staffing and recruitment policies and procedures to propose and implement long and short-term recruitment strategies.
Interacting with management and staff in a collaborative manner and using discretion concerning sensitive and confidential data and information.
Ensuring HR staffing and recruitment work completed by human resources professionals adhere to and comply with Title V laws, OPM regulations, Delegated Examining Procedures, GAO supplementals, and other applicable Federal HR guidelines.
Serving as a HR Liaison advising hiring managers on merit system principles, prohibited personnel practices, and complex staffing requirements.
Responding to customers in a timely and professional matter regarding federal basic staffing and recruitment questions.
Working independently to assess priorities and manage daily coordination of details with minimal supervision.
