This position serves as part of Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), Field Operations (FO), Finance Information & Resource Management (FIRM) staff; supports higher grade Resource Management Specialists; defines, plans, and evaluates a variety and heavy volume of administrative management and advisory activities for a geographically dispersed workforce concerning all facets of human resources.

Duties

The duties may include, but are not limited to: Responsible for performing a variety of Human Resources related duties for the successful administration of FO-wide personnel and other key administrative functions. Responsible for managing one or more districts, working directly with field admin, identifies and assesses training needs by evaluating strengths and weaknesses. Stays abreast of new training trends and tools and takes initiative to stay informed and continue to grow by completing training to enhance teaching and learning. Provides advice and guidance to Core Functional Area (CFA) management officials concerning the most efficient utilization of human resources in order to maintain current or future organizational objectives Identifies administrative and program data needed to provide guidance to management officials and initiates, develops, implements, and maintains adequate planning and recording systems. Provides technical and administrative support and policy guidance and direction for one or more administrative functional areas. Provides advice on such matters as time and attendance, leave and compensation, travel, training, benefits, awards, security clearances, records management, and other issues to employees and managers. Tracks all awards and training and ensures fairness, consistency, and equitable distribution. Provides advice, training, and recommendations to State Plant Health Directors (SPHDs) and identifies administrative and program data needed to provide guidance to management officials.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Manages the Field Operations' electronic inbox to ensure that all requests are addressed in a timely manner, elevating any concerns to the supervisor. Organizes recurring data calls, solicits field for content, and consolidates responses. Contacts applicants and interview panel members to schedule in-person and telephone interviews. Reviews and evaluates a large volume of incoming employment applications and resumes to determine the grade level and series of which each applicant qualifies for temporary positions. Contacts employment references to assure applicant's qualifications and suitability for Federal employment. OR Master's or equivalent graduate degree in Business, Administration or Public Administration, or 2 full years of progressively higher-level graduate education leading to such a degree. Equivalent combinations of education and experience are qualifying for this grade level. TRANSCRIPTS are required if: You are qualifying for the position based on education. You are qualifying for this position based on a combination of experience and education. This education must have been successfully completed and obtained from an accredited school, college, or university. COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
