This position is located in Animal Plant Health Inspection Service, Marketing and Regulatory Programs - Business Services, MRP Information Technology, Data and Analytics Directorate. The Data Architect serves as the lead MRP subject matter expert on issues related to data development evaluating, designing, and developing cross-program solutions to develop and enhance enterprise data architecture and analytics technology supporting data-driven decision-making in the MRP Mission Area.

Duties

The duties may include, but are not limited to: Uses expertise to effectively communicate and coordinate with other analysts and data specialists to lead the design, development and/or enhancement of enterprise data models, advanced analytics, and cloud-based reporting architectures. Identifies, documents, and ensures alignment of data practices with business requirements to maintain process integrity and align to organizational functions. Design and implement enterprise data models and standards that meet scientific and business requirements for inputs, outputs, and other pertinent information. Leads the Mission Area design and implementation for data standards, metadata, data models and solutions used for assembling and disseminating agency business data. Oversees the implementation and compliance for the Mission Area data catalog. Guides the development of curated and integrated data solutions for use by a large variety of stakeholders and customers. Assists in knowledge management, locating information sources and provides support in using data visualization, enterprise databases, or other Mission Area products or solutions. Ensures data flow is operational for Mission Area data streams, are merged into common raspatories for reporting and analytics, and reports are disseminated accordingly.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Communicating with a wide variety of stakeholders including IT professionals, business subject matter experts, scientists, and other data analysts. Designing, developing, and managing data standards, metadata, data models, data quality procedures, and solutions used for assembling and disseminating data. Working collaboratively with data owners and stakeholders to identify, develop, and promote data governance policies, principles, and processes. Delivery of data models, advanced analytics, and reporting architectures. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
