This position is located in the IT Business Management Office (BMO). The BMO aids in managing IT value delivery by packaging and measuring IT services in business terms and improving the ability of customers and stakeholders to collaborate with IT to manage technology investments. If selected, you will serve as a Director of the BMO, with oversight of Financial and Resource Management, Business Practices, Quality Management, and Continuous Process Improvement.

Duties

The duties may include, but are not limited to: Plans and directs IT Business Operations, including resource management planning, business practices including financial, economic and investment planning and analysis, quality and continuous process improvement activities. Enables development and implementation of strategic and operational plans. Provides leadership, strategic direction, guidance and coordination to ensure that the broad policies and program objectives are handled uniformly. Prepares concise, high-quality briefing materials, white papers, reports, and talking points on technical topics. Prepares weekly activity reports on work completed or in-progress. Directs employees and negotiates with senior level managers to assure compliance and participation of all necessary personnel. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Provides informal feedback and periodically evaluates employee. Resolves informal complaints and grievances. Provides advice and counsel to workers related to work and administrative matters.

  • Successful completion of one year probationary period, unless previously served.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Recommending and implementing new and revised financial and business management concepts, internal controls, methodologies, policies, procedures, and strategies in support of the organization's programs. Planning and directing entire financial or budgeting systems for broad, emerging, or similarly critical large-scale department/agency wide programs of national or international scope. Advising senior management of recommended actions to support program requirements, delivering briefings to senior executives, and providing in-depth analysis of business-relevant information (e.g. financial data, contract data, business case, earned-value-management, cost-benefit analysis, etc.) Understanding of project, program management principles, and capital investment processes, procedures, and guidelines to support effective project or program execution. Effectively organizing employee workflow, monitoring employee productivity, and providing technical and administrative oversight, advice, and instruction to subordinate staff and leaders. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
