This position is located in Animal Plant Health Inspection Service ,Marketing and Regulatory Programs - Business Services , Information Technology , Data and Analytics Directorate. The directorate develops partnerships with the business, program, and science data community data and analytics services as well as infrastructure, operations, and development related to data assets.
Duties
The duties may include, but are not limited to:
Uses expertise to effectively communicate with other analysts and data specialists to develop and/or enhance enterprise data models, advanced analytics, and reporting architectures.
Plans, develops and manages data and information requirements for Marketing and Regulatory Programs.
Identifies data needs and creates new data processes according to the Mission Area information requirements.
Contributes to consultation with directorate leaders and Marketing and Regulatory Programs on data acquisition and data validation and cleaning.
Assists in knowledge management, locating information sources and provides support in using data visualization, enterprise databases, or other Mission Area products or solutions.
Contributes to the development of curated and integrated data solutions for use by a large variety of stakeholders and customers with multidisciplinary backgrounds.
Ensures data flow is operational for Mission Area data streams, are merged into common repositories for reporting and analytics, and reports.
Contributes to access and license management of assigned user seats for assigned software position, accounts, and access to datasets and dashboards.
Identifies and reports on various data standards to the unit Director or Deputy Director based on the requirements from a wide range of sources.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-9 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Contributing to development of data flows and data solutions for use by a variety of stakeholders and customers with multidisciplinary backgrounds in business, program, and science communities.
Assisting in knowledge management, locating information sources, and providing support in data visualization, databases, and other products or solutions.
Participating in the development, support and enhancement of data standards, metadata, data models, and solutions used for assembling and disseminating organizational data.
OR
Successful completion of a Ph.D. or equivalent doctoral degree in Computer Science, Applied Mathematics, Statistics, Management Information Systems, Business Analytics, Economics or closely related field OR 3 full years of progressively higher-level graduate education leading to such a degree.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
