The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Commander's Support Staff (CSS) within the Air Force Medical Readiness Agency (AFMRA).

Duties

Plans, organizes, and directs the activities of the Air Force Surgeon General (AF/SG) and the Air Force Medical Readiness Agency (AFMRA) ensuring that civilian human resources and planning complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate civilian manpower and personnel with AF/SG and AFMRA objectives. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents AF/SG and AFMRA with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with the Defense Health Agency (DHA), SAF/AAR, HAF CPS, Air Force District of Washington (AFDW), General Officer (GO) leadership, Directorates, Division Chiefs, base level CPSs and representatives from other military services, Department of Defense (DoD) agencies, and related civilian organizations regarding services provided. Serves as AFMRA technical authority on Civilian Personnel issues and advises on Civilian Personnel program implementation and sustainment. Facilitates significant customer driven, results oriented process improvement activities for civilian manpower and personnel processes across the organization.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall.
  • The work requires the incumbent to obtain and maintain a Secret security clearance.
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • This is a centrally managed position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes organizing, coordinating, directing, and overseeing project management to conduct comprehensive manpower requirements determination studies and organizational analyses of a wide diversity of organizations, functions, and work processes and provides management consultant capabilities to improve mission effectiveness, resource efficiency, and resource savings. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Office of Personnel Management (OPM), Department of Defense and Department of the Air Force civilian personnel management, organization principles, concepts, procedures, guidance and policy. 2. Knowledge of personnel management, EEO, safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Ability to communicate effectively, both orally and in writing. 5. Knowledge of analytical and evaluative techniques used to identify and resolve issues or problems concerning efficiency and effectiveness of program operations for complex, diverse organizations. 6. Skill in planning, organizing, and directing the functions and mentor, motivate, and appraise the staff of an organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
