Duties
You will serve as a CONTRACT SPECIALIST in the CNO Planning (Code 421), Avail Planning and Execution (Code 420), Contracts Department (Code 400), Norfolk, VA.
You will develop contract strategy and review the availability of funds, extend of competition, urgency, production lead time, delivery requirements, need for government furnished material/property, option requirements and all other factors.
You will create the Source Selection plan and develop the past performance criteria to evaluate offers.
You will build criteria to evaluate cost proposals for cost type contracts.
You will review specifications and work packages to ensure clarity, adequacy, completeness, and advises the government customer when deficiencies are noted.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Experience:
In addition to the Basic Requirements (see Education section), your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
Experience developing contract cost and price analysis.
Experience utilizing contract negotiation techniques to conduct pre- and post-award negotiations.
Experience providing guidance regarding the impacts of delay, disruption and the related acceleration effects in the evaluation and resolution of contract problems regarding production and cost impact.
Experience analyzing a variety of reports including technical, production and audits for use in evaluating cost proposals and establishing negotiation objectives.

Education
Basic Requirements:
1. A 4-year course of study leading to a bachelor's degree with a major in any field;
OR
2. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
GS-11: 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements.
