The incumbent will be responsible for applying analytical processes to the planning, design, and implementation of new and improved information systems to meet the business requirements of customer organizations..

Duties

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated 23-June-2023. As a IT Specialist (APPSW/SYSANALYSIS) at the GS-2210-13 some of your typical work assignments may include: Serves as an IT Specialist (APPSW/SYSALYSIS) perform application software development work software development life cycle , including requirements gathering, design, coding, testing, deployment, and maintenance. Designs, develops, and implement application software solutions that align with business needs and requirements, ensuring adherence to coding standards, software development frameworks, and security protocols. Analyze functional and technical requirements of proposed or existing IT systems to determine avenues of development or modification necessary to meet mission objectives Leads the implementation and deployment of the software solution. Identifies potential risks and develops mitigation strategies to address them. Proactively monitors project risks, implements risk management plans, and takes corrective actions as necessary.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Proficiency in programming languages and related web technologies, such as: Java, JavaScript, Python, C#, C++, PHP. Experience using multiple hosting platforms, such as: Windows, Linux, VMware, Oracle Cloud Infrastructure and Amazon cloud computing platforms. Use Project Management principles and practices in order to develop or assess Project Management Action Plans; Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210 series. The experience described in your resume will be evaluated and screened from the Office of Personnel Management's (OPMs) basic qualifications requirements. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent).For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
