DCSA is seeking an IT Specialist for the Office of the Chief Information Officer. Information Technology Transfer, Transition, and Transformation Branch. In this role you will perform work in the development, delivery, administration, and support of mission-enabling information technology (IT) systems and services. Your primary duties include implementation of Mission Applications and Databases, Virtual Platforms, Cloud Platforms, Collaboration Platforms, and Technical Strategies and Solutions.
Duties
As a IT SPECIALIST (PLCYPLN) you will be responsible for the following duties:
- Conducts continuous research and validation of rapidly evolving cloud technologies and Department of Defense (DOD) approved cloud environments to make system architecture and design decisions to support scalable services with a high volume of data and traffic based on cloud smart decision process.
- Designs, develops, deploys, and oversees implementation of cloud-based workflow and data engineering solutions, ensuring adherence to industry best practices for scalability, maintainability, usability, performance, security, and portability.
- Migrating on-premises data to cloud infrastructure, creating workflows to pull/push data to other online or offline data repositories, as well as maintaining data already in the cloud.
- Maintain applications and workflows as well as satisfy organizational goals for efficient cloud migration of data to DOD approved cloud environments.
- Provides technical expertise on cloud computing data engineering techniques and technologies and serves as a subject matter expert related to cloud computing data architectures.
- Maintains oversight for the organization's mission IT, providing technical leadership to ensure that data security needs are met in the local and cloud environments.
- Provides technical subject matter expertise in the development of virtual environments and works with Agency Cyber Security team to ensure DoD Cyber Security mandates are met.
- Ensures the implementation of Cloud or on premise, Virtual and Collaboration environment databases, and application systems by following established and Industry system development best practices, security processes, policies, standards, controls and maintaining compliance with Defense Information System Agency (DISA) regulations.
- Oversees the implementation of system Security Technical Implementation Guides to minimize risks to confidentiality, integrity and availability of systems that might otherwise be vulnerable to unauthorized or unintended activity or misuse, malware infections, system or performance overload, design flaws, programming bugs, or data corruption and loss by applying technical, procedural, administrative, and physical security controls.
- Continually keep abreast of the state-of-the-art on IT and information management (IM) technology to make recommendations to enhance the information processing and information management posture of DCSA IT platforms.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG 12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
- Must have significant experience in the planning and organizing of IT activities to include migrating systems to the cloud and supporting the design of customer service tools.
- Demonstrate experience in planning short and long term IT projects.
- Demonstrate experience in the design, development, evaluation, and testing of systems to meet Agency needs.
- Demonstrate experience in coordinating and performing technical assessments and reviews of requirements and acquisition requests submitted by technical personnel to ensure conformance with approved plans, program objectives, and policies as well as efficient use of assets.
- Demonstrate experience serving on working groups and as a project team lead as required to execute projects, and provide updates to management regarding the status of on-going efforts.
Specifically you will be evaluated on the following competencies:
Information Technology Configuration Management-Plan, implement, track and/or evaluate configuration/requirement changes across the enterprise and organizations.
Information Technology Life Cycle Management-Plan, develop and/or manage processes across the information systems/services life cycle to ensure Information Technology capabilities meet current and future organizational and enterprise missions.
Information Technology Performance Assessment-Conduct continuous performance measurement to ensure that Information Technology activities, processes, and/or hardware/software are achieving desired results.
Information Technology Policy and Planning-Develop and promulgate Information Technology strategy, policy, guidance, and plans. Monitor to ensure consistency and compliance.
