About the Position: This position serves as a Budget Analyst for the Joint Activities Command. This position is located in Fort Liberty, North Carolina.

Duties

Perform routine budget administration functions in the formulation, execution, and review of Command and subordinate units Travel and other Assigned Programs. Advise program managers and budget personnel in preparing and formulating budget estimates related to assigned programs. Research data concerning travel expenses and similar object class and line item information needed for formulation of budget estimates. Monitor obligations and expenditures for travel throughout the execution phase of the annual operating budget. Verify obligations and expenditures occur on a timely basis in accordance with execution plans, are within appropriation regulatory controls, and within Spend Plan ceiling amounts.

Requirements

• This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
• Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
• In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
• May require temporary duty (TDY) travel for training purposes up to 10%.
• This is a Financial Management Level 2 Certified designated position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
