This position is located in the National Archives and Records Administration (NARA), Information Services (I), Systems Engineering Division (IT). The incumbent serves as the agency senior technical expert, Systems Engineer, specializing in establishment of Application development pipeline in software development.

Duties

As an IT Specialist (SYSANALYSIS/APPSW), you will: Provide advanced insight and technical direction for new and existing IT systems that serve to automate various NARA business functions. Serve as a project leader or as a team member/technical representative on multifunctional projects related to the implementation of NARA information technology investments. Lead/Participate in systems development projects that may be implemented NARA-wide or for office-specific systems. Review emerging technologies related to cloud, networking, storage, search, and other areas which may impact or provide greater efficiency to existing or upcoming NARA initiatives.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as: Serving on a team responsible for software development and maintenance. This includes the design, documentation, development, modification, testing, installation, implementation, and/or support of application systems. Examples of qualifying experience could include: - Assisting in the design, integration, and maintenance of a DevOps/DevSecOps framework, utilizing DevSecOps tools, technologies and platforms.; OR - Designing, configuring, or deploying application code and software for Cloud, using Cloud native technologies (e.g.. Amazon Web Service, Google Cloud, and Microsoft Azure), software development languages and/or concepts (JavaScript, Angular, Bootstrap, HTML5).; OR - Working on software development projects using Agile, DevOps/DevSecOps, Waterfall and software development and project management methodologies. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F): For the GS-14, you must have been at the GS-13level for 52 weeks.
