The primary purpose of this position is to provide technical expertise in system engineering design establishing quantitative system-wide performance baselines; conducting trend analysis; integrating new command, control and communications (C3) systems into the Nuclear Command, Control and Communications (NC3) enterprise; identifying system deficiencies, etc.

Duties
Performs professional systems engineering work involved in the application of advanced theories, concepts, principles, and processes to the acquisition, development, or sustainment of NC3 systems, subsystems, and/or support equipment.
Functions as the SE&I Division's technical specialist in developing system performance requirements, objectives and integration, and the estimation of time and resources for system design, development, and support.
Performs complex and comprehensive analysis and uses systematic, disciplined, and quantifiable approaches to implement, develop, and document engineering projects.
Serves as a consultant and technical expert to senior subject matter specialists and/or agency officials responsible for broad program operations.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of a wide range of communications concepts, principles, and practices to accomplish work processes through the use of telecommunications devices, methods, services and facilities; Extensive knowledge of advanced engineering concepts, principles, practices, methods, and techniques to provide expert judgment concerning programs/operations; resolve unique or novel problems, conditions, or issues; and significantly alter standard practices, processes, and known techniques; Expert knowledge of systems engineering practices and procedures as they pertain to sustainment, modification, logistics, and production management principles, concepts, policies, and systems to execute significant projects which represent an important segment of the agency's operating program; Knowledge of DOD and Air Force communications regulations, services, and instructions to ensure telecommunications services are in compliance with applicable regulations and instructions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of engineering concepts, principles, practices, standards, methods, and techniques to effectively apply advanced engineering theories, principles and concepts to project development, execution, and advisory services.
Knowledge of development testing and evaluation sufficient to apply experimental theories and new applications to issues and provide technical advice and direction in support of telecommunication systems, subsystems, and/or support equipment.
Knowledge of systems engineering practices and procedures as they pertain to sustainment, modification, logistics, and production management principles, concepts, policies, and systems; of standard acquisition regulations, practices, and procedures; and of other engineering disciplines.
Skill in applying advanced analytical techniques such as mathematical modeling, systems, and statistical analysis to analyze and evaluate technical solutions and technologies.
Ability to devise and evaluate criteria, parameters, characteristics, and interrelationships for design approaches, and to assess the impact of new technology on current systems and processes.
Ability to research patterns to develop new methods, criteria, or proposed new telecommunications policies and procedures. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
