You will serve as a BRANCH MANAGER in the TEST AND EVALUATION (T&E) MANAGEMENT DIVISION, COMBAT SYSTEMS T&E DEPARTMENT within the INTEGRATED COMBAT SYSTEMS T&E BRANCH of NAVAL SURFACE WARFARE CENTER, located in Port Hueneme, CA.
Duties
You will manage and direct the work of government engineers and technicians, military, and contractors for major shipboard and land based test events.
You will plan, coordinate, execute and report the testing of Navy combat systems and weapon systems.
You will provide expertise and leadership in Combat System Ship Qualification Trials (CSSQT) and at sea testing for various Combat Systems.
You will perform project management for branch test projects and tasks.
You will identify requirements, estimate costs, develop and negotiate Work Breakdown Structure (WBS) and Task Planning Sheets (TPS), and manage funding.
You will perform supervisory functions to include personnel, performance and financial management.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing or leading combat or weapons systems Test and Evaluation projects aboard Naval ships.
