The purpose of this position is for the incumbent to serve as the Deputy Director of the Strategic National Stockpile. Serves as a second-level supervisor and manager of the SNS, providing planning, directing, organizing, and exercising control over subordinate organizations/teams assigned to six offices.
Duties
ABOUT THE POSITION
The Deputy Director of Strategic National Stockpile advises on program planning and policy formulation. Provides management oversight, leadership, and support for a $13+ billion portfolio of medical countermeasures needed to respond to a wide variety of public health threats that can affect the entire country. The position is tasked with ensuring the availability, rapid deployment and delivery of lifesaving pharmaceuticals, antidotes, and other medical supplies and equipment to jurisdictions affected by public health threats.
Establishes plans and advises the Deputy Assistant Secretary, SNS on optimum allocation and utilization of both financial and human resources to accomplish operational and research SNS objectives.
Coordinates with office directors to determine staffing needs, determines and advises DAS SNS Director on most effective utilization of human resources, and approves personnel actions, in conjunction with the DAS SNS Director, office directors, and other senior staff; develops an affirmative action plan for the SNS, including appropriate objectives and goals; and monitors and periodically assesses progress.
Exercises direct technical supervision over a staff of three to five employees through the GS-15 grade level and Senior Executive Service (SES) level.
Acts as DAS, SNS during the absence of the DAS, SNS and has full authority of the Director during these periods.

- In order to qualify for this position, you must be able to obtain a Top Secret security clearance and access to Sensitive Compartmented Information (TS/SCI).

- This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM.
- Executive qualifications must be approved by OPM before appointment can be effected. If you are selected, you will be responsible for working with an HHS Executive Consultant, or QRB Writer to develop an ECQ narrative for submission to OPM

- The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978.

Open to all federal civil service employees. SES reinstatement eligibles and SESCDP graduates may also apply for noncompetitive consideration.
As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.
All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Mandatory Technical Qualifications (MTQ's), listed below. This position also requires that you possess MTQ's that represent knowledge, skills, and abilities essential for success in this role. The following MTQ's must be evident in your resume.
Authoritative knowledge and experience in planning, programming, budgeting and strategy development associated with stockpiling, managing and distributing pharmaceuticals and medical supplies needed to respond to a wide variety of public health threats that can affect the entire country.
Extensive experience managing diverse, multi-disciplinary teams in complex operating environments, with an ability to integrate activities across all levels of government. Demonstrated ability to adapt organizational efforts to changing priorities, effectively direct and balance complex assignments concurrently, and navigate through transitions.

IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you WILL NOT need to draft the ECQs.
