You will serve as an ELECTRONICS TECHNICIAN in the ELECTRICAL SHOP, PRODUCTION RESOURCES DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD.

Duties

You will evaluate project objectives, preform complex engineering calculations, and identify most economical and efficient procedures for performance verification. You will provide technical direction and oversight to other calibration personnel. You will provide sequence of work and manning requirement information to project and department managers. You will prepare scheduling documents, status reports, milestone charts, "game plans", estimates and other management documents for assigned systems. You will perform other duties as assigned.

  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain a secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.

Qualifications

For the GS-11 grade level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience directing the planning, installation, and testing of equipment and systems involved during a ship's overhaul period. Experience performing calibration measurements for low and high frequency applications. Experience writing reports, interpreting schematics, standards and specifications. Experience providing recommendations which result in changes in techniques, standards and procedures that affect the calibration program. For the GS-09 grade level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience directing the planning, installation, and testing of equipment and systems involved during a ship's overhaul period. Experience performing calibration measurements for low and high frequency applications. Experience writing reports, interpreting schematics, standards and specifications. Education

Applicants may substitute the following education for experience:

GS-11
: There is no substitution of education for experience at this grade level.
GS-09: Two full years of graduate education or a master's degree meets the requirements for GS-09.
OR
A combination of experience and post high school education as described above that equates to one year of experience.

*One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
