You will serve as an INFORMATION TECHNOLOGY SPECIALIST (INFOSEC/SYSANALYSIS) in the Cyber Warfare Department under the Cyber / System Security Engineering Branch of NAVAIRWARCENAC DIV. You will serve as a Cyber Information Systems Technology Specialist (technical expert in Cybersecurity technology). You will provide technical support in the area of cybersecurity to various NAVAIR, OPNAV, OSD and fleet customers. The duty location of this position is Patuxent River, MD.

Duties

You will actively participate in the formulation of processes and policies necessary for execution of the systems security engineering (primarily cyber including Anti-Tamper) for new and established programs. You will analyze the system design and development data including performance predictions, basis of ownership costs, testability analyses, failure modes, producibility, and product support. You will assess contractor research and development activities to maintain an awareness of the state of the industry in advanced cybersecurity and cyber warfare technologies. You will coordinate team efforts in development of statements of work, objectives, and other associated acquisition packages for new-start program efforts as well as evaluate Contractor proposals in executing any requirements. You will display a thorough understanding of computer basics, network, computer hardware, input/output device identification and function, and common operating system functionality with a focus on the use of the command line. You will perform digital and network investigations. You will effectively communicate, both orally and in writing, to diverse individuals and groups at all levels. You will lead the effort for development and demonstration of critical technologies necessary for naval platforms to win or to avoid engagements with evolving threats. You will ensure that critical technologies are not compromised to cyber vulnerability and reverse-engineering in the event of unplanned loss, etc.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 722 level Intermediate within 12 months of appointment.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12/13 grade level or pay band (DS-05) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to my experience demonstrating the four competencies above, I have one-year specialized experience equivalent to the next lower pay band (DS-05) or grade level (GS-12/13) in the federal service or equivalent experience in the private or public sector. Examples of specialized experience include the following: 1) Installing, configuring, optimizing, troubleshooting, repairing, upgrading, and performing preventive maintenance on personal computers, digital devices, and operating systems; 2) Analyzing system design and development data including performance predictions, basis of ownership costs, testability analyses, failure modes, producibility, and product support; 3) Determining the long- and short-term technical direction or approach and monitoring budget expenditures; 4) Using forensic examination processes and investigations to follow and develop technical procedures and reports; and 5) Leading and collaborating with a team to identify and integrate Cyber Forensics principals and methods.
